No. "declare a skill" for the purposes of Holoecho, and all of the various marker states that use that sort of language is referring to the declaration of a skill as an ARO or as part of an order. Because camo markers can still use (and benefit from) automatic skill (like Stealth) while remaining in camouflaged.
No, Declaring a Skill is part of the Order Expenditure Sequence, so cannot be done in the deployment phase. You do have to inform your opponent that you have the Counterintelligence skill, reducing the effect of his command token and revealing that you have a Taagma somewhere.
Heres a question though, WHEN do you say that you have counter intelligence? Is it: After they spend command token but before saying which effect. After picking which effect but before picking which combat group to reduce orders (if they pick order pool) After picking which combat group(s) the orders will come from. And who determines which combat group orders are actually removed? And for command token restriction, do you inform them as soon as they do strategic use that you have counter intelligence, or when you spend your second command token in your turn? And why?
Ugh, this reminds me why I really don't like counterintelligence being hidden information, doubly so on the Schemer.
