Can it be done? Or is Sat-Lock considered as a skill and suffer the same effect as Engineer, Doctor and Paramedic against the same target??
Sure you can Coordinated Order with Sat-Lock, but as with all Skills that require a target, you would need to pick the same target. Failed Sat-Lock rolls don't have any negative effect, so failures aren't going to cancel successes.
Are the only negative effects for coordinated Orders applied in those cases? Doctor, Engineer and Paramedic?
They're the ones where failing the Roll has a negative effect. For example killing the target with Doctor or MediKit, or causing more damage with an Engineer.
