Combat Jump onto buildings impossible

In Combat Jump P93 there is this text:

• By using this Special Skill, the player cannot place the Trooper [...], or in Silhouette contact with a scenery element to get Cover.

Since an elevated position means you get cover in N4, does this prevent me from landing on rooftops:

• At all
• Only if I would get cover against an enemy trooper that stands below and has LoF
