In current ITS it is clearly stated, that Civvies, so HVTs as well, do not block LoF. What about movement? Is it legal to block doors with HVTs?
I can't find an exception in the rules nor in on the solved forums. You can only move through Allies and Civilians are not Allies. I do seem to recall that @HellLois wrote on the old forums that Civilians do not block movement, but that's inaccessible information. I do think this is an oversight, however.
This is quite important as it might be an exploit in missions like Armory, or simply is forcing enemy impetues troops to move around and easy path.
I was asked this question as a TO and I ruled that civilian don't block movement, because then they can be used to block some path. Yes you can synch and move them but not all trooper can Civevac (impetuous and remote can't) and it's a huge speed bumper. Seemed too far from the rule intend to rule otherwise for me. But @ijw has told me that according to the rules they should block movement ... So I guess it all depends to your local meta. Do you want a contra legem exception to the rules or not. Personally I want it.
Rules-wise there is no wriggle room - you can move through allied troopers, markers and deployables. Civilians are not included in that list.
In my meta it's very common to block objective room doors etc with HVTs. It's not that big a deal. People sync or go around them. Remember if you attempt and fail to sync they disperse away 2" anyway, so at most it generally only costs a short (movement) skill.
