Camouflage (1 Use) is the rule that has been given to units that historically (in N3) had Limited Camouflage. There is no specific rules entry to govern Camouflage (1 Use), so is it fair to say that you are not obligated to deploy the troop in the Camouflaged state during your Deployment phase? And can, therefore, retain the single use of Camouflage to gain the marker state later in the game? In contrast, CH: Limited Camouflage was specifically a deployment skill - use it or it was wasted. Example Case - you have first turn, so you deploy a Moran Maasai next to an objective console as a trooper. In your first turn you use the Moran to activate the objective and then have the Moran use Camouflage to watch over the objective in Marker state - making it harder to dislodge. Rather than deploying initially in Marker state and wasting the single use.
I think you summed it up yourself. The rules that would prevent a Camouflage (1 use) trooper from deploying unconcealed and use it later are not part of N4.
As Mahtamori says, you've answered it yourself. N3 restrictions that no longer exist, no longer exist!
