I would say, JSA can do camo spam pretty reasonably. Not (nearly) as effective, as Ariadna, but let's face it: nothing comes close to Ariadna in this regard.
You can take three Ryukens, they come witjh minelayer stock. The HRL guys come with limted mimetism, that is 6 camo tokens, although the SWC cost is pretty steep. (HRL is pretty evil, though...)
Add in Yuriko Oda who is a very effective character either goins solo (enginnering with server bots) or smashing her into a dirt-cheap Keisotsu linked team.
That's seven camo markers in your DZ, 3 of them troopers, 4 of them mines. Not bad. Not Ariadnan good, but not bad.
Mid-field presence is a different story, though. (That's the forte of Ariadna....) You can take 3 Ninjas and Saito at a fairly reasonable cost, and field them either in hidden deployment, or camo state, but every player (except for the latest additions) will know, what to expect from a mid-field camo marker that is not within 8' of a Ryuken (keep in mind: the number of mines left for the Ryuken is public information!), and I am not convinced fielding them in camo state is terribly effective. Since everybody knows, they are no mines, your enemy will know how to approacj them. No orders vasted on discovering a mine. Ninjas have no long-range weapons to punish risky mov-mov orders far awy downfiled (your opponent hoping this is but a mine). Perhaps you can do some mind games adding a few ODD Ryukens (forward deployment level 2 is not bad).but I just don't see the effectivnes of say 3 Foxtrot FOs 2 Ojotnik Scouts and 2 CRAP SASs accompanied by a couple of Chasseurs with minelayer...
Onibawans (especially Shinobu) is simply vasted not using their full repertoire of TO and superior infiltration, consequently I don't think you should use them in the camo game.
TLDR It is possible, but not the strenght of JSA.

I think it depends what we mean by "Camo Spam."

Even JSA's cheapest TO Camo token is still quite expensive.

TO is inherently different than normal Camo, because they're not contributing Orders to the pool while in Hidden Deployment.

I find that 2-3 highly effective TO Camo units (Saito, Oniwaban) backed by 2-3 Ryuken-9 SMGs is a very good midfield presence. It's not playing the same type of game as Ariadna, and it's not Camo Spam, but it's effective in its own way.

I have heard of players running max Hidden Deployment lists for missions like Frontline or Transmission Matrix, which are all about dominating Zones. They incrementally reveal units to score as necessary, ideally going second so that they have pinpoint control before scoring is resolved at the end of each turn. But I think that's highly situational, and a savvy opponent with an unopposed first turn will set up a Sensor net to simply reveal huge swathes of the table.

JSA can do lists that are nearly entirely made up of camo units. However the profiles are expensive, fragile and will result in a single combat group list.

Before the uprising split I used to see what Yu jing could do for mostly, if not entirely camo lists and it was a struggle. JSA by itself has barely enough AVA to make a full combat group of models capable of deploying in a marker state. So it's not a great idea but it is something you can explore for the sake of practicing with the units and testing their limits.

This is an example list. I don't have any games with it, although I have played some lists that were quite similar to it and I would certainly put it on the table for a laugh so long as my opponent was happy to face it.

The oniwaban Lt deploys as a camo marker inside the deployment zone amongst the Ryuken and their mines. How the TO models deploy depends on whether you are going first or second. If you go second then they are best deployed using hidden deployment and either hiding till your turn or ARO revealing against an especially juicy target. (Like putting a nanopulser over a whole link team.) If you're going first then deploy most of them as TO markers to ensure you have plenty of orders. Hold a couple in hidden deployment (Shinobu and the other oniwaban for example) so that the opponent isn't aware of all your intended angles of approach and don't be afraid to aggressively infiltrate with them so that they require minimal order expenditure to get them where they want to be.
