As long as you directly affect an enemy trooper and that trooper directly affects you, then it is a face to face regardless of what skills are involved and regardless of whether you care about the outcome of the opponent's skill declaration or not. So yes, you can Spotlight a unit making a Speculative Attack to cause a Face to Face. Just be careful about distances, it is sometimes possible to Speculative Attack from outside 8" but still get the +3 to PH for being inside 8" if the targeted spot on the ground is placed closer to the attacker than the main target is.
