Blood over chrysanthemum clarification

Does this refer to an individual model or an entire troop type? i.e. now all of my Keisotsu are now also Veteran

The fact that it doesn't explicitly say "model" or "trooper" leads me to believe that all of my line troops will be obtaining veteran when i play this mission
