The Taunted state says that it applies to the aristo who "provoked it"; I don't know exactly what this means, but if Bachmann uses Inoculate to move a Taunted state from himself to another aristo, are they taunted by Bachmann or the character whose portrait is on the token?

Weeeeell, we've had a long conversation about it. In both languages.

The tl;dr is that the portrait in the :H:Taunt token is just a reminder of whoever is imposing the :H:taunt state, and since it is Bachmann imposing the state, they are effectively :H:taunted by Bachmann. So rules-wise, you are correct in assuming it's Bachmann.
Thing is, apparently that wasn't the intention of the designers, as you can guess since there isn't a :H:taunt state marker in his box. So we might get a new errata on him as soon as the new FAQ hits the Internet.
