New here so this may seem a bit of an odd question. other than limited model range, what is stopping me from having only fusiliers in an army?
Realistically nothing – but it wouldn't be a very good list You'd have a lack of meaningful firepower, lack of anything that can hold its ground, a lack of good specialists, and just an overall lack of diversity. Imagine you're a contractor and you go on a job – except this time you've stuffed your tool bag full of 30 Phillips head screwdrivers. You probably wouldn't get the job done...
Nothing. You don't have the tools to deal with a vast amount of things like Fireteams, TO Camo, Warbands, smoke, etc. so don't expect to be winning very often against someone who knows what's what, but there's no rule against it.
If the goal of Infinity is to achieve the most tasks using the least Orders... The challenge of a list that's only line troopers is that having more Orders doesn't necessarily mean you save Orders trying to get certain tasks done. If you have 25 Orders, but run a Fusilier FO up the table to reach an objective, you may have expended 5 Orders to do so. A Croc Man, despite being 3 times more expensive than a Fusilier, can achieve this objective in one Order. So the Croc, despite being more expensive, is doing so in a way that's more order-efficient. Zulu Cobra Sensor: There is a Camo unit that needs to be Discovered and killed. A Fusilier might spend 4-5 Orders maneuvering, attempt the Discover roll, and Fail. You've therefore used your Orders for zero effect. But a Zulu Cobra Sensor can achieve the Discover more efficiently, and is also a better gunfighter for killing the target you've Discovered. Once again, ZC is about 3x more expensive than a Fusilier, but is achieving his goal using far fewer Orders. And you'll probably find that's true for most of the diverse units that end up in a typical competitive list.
Lack of capabilities. I mean, it could be done (there was a legendary BatRep between the Avatar of the EI and an equal points of the cheapest line infantry troops at the time: 17 Keisotsu combirifles. The Keisotsu won, mostly through weight of fire, two crits and one actual rifle wound on a TAG!). But you're going to be hurting as @barakiel explained, having to spend too many orders getting out of your Deployment Zone to do things. Having an ORC or other Heavy Infantry lets you mess up once. Whether that 'mess up' is a flubbed roll or eating a mine, your HI still has another wound to work with.
Thanks all, My thoughts were to use the Varuna Immediate reaction division Sectorial so the fusiliers could all be put in core fireteams and mix in some heavy weapons
Aaah, I see. No. That's not how that works. You are permitted only one core fireteam. http://infinitythewiki.com/en/Fireteam:_Core

For a similar concept, perhaps consider a combination of Fusiliers and Remotes. And don't forget that our basic Doctor (Trauma Doc) and Engineer (Machinist) are also "Fusiliers" (just as much as Bipandra is, even though they aren't allowed to link with them). Also, our TAGs are all Remote Presence, so they are just big remotes! In similar lists I've run something along the lines of the following: Varuna Immediate Reaction Division ────────────────────────────────────────────────── GROUP 1 10 FUSILIER Lieutenant Combi Rifle / Pistol, Knife.
