The rules seem clear enough that active turn dodge movement allows a Troop to dodge from outside LoF into LoF and provoke no AROs (provided there aren't any valid AROs that don't depend on LoF). It feels wrong, though. I did a quick search and didn't see discussion here, but maybe I missed it, is this as intended?
