If your playing standard escilation rules then no hackers. If you arnt I would still suggest no hackers. Hacking is a metagame that runs concurrent to the rest of things and if you are trying to get game basics down it will make a very complicated thing x9000 worse.
If you are using the Fireteam rules (and I suggest you don't) then there is nothing better at the 150pt scale than a fully linked Fusilier HMG. Maybe look at using the Recon rules for smaller games: http://rocketshipgames.com/infinity/recon+/infinity-recon+.pdf But I'd highly recommend the Spitfire Deva and Spitfire Hexas units as strong options for these smaller games, as well as CSU and Auxilia.
At 150 pts, you kind of want to get the most orders you can while having a fairly hard-hitting list. Not sure if you are playing any objectives, but this list includes a good amount of specialists, three very good weapons with MSV 2 at a whopping 9 orders to play with at this level. Yes, we will use Firetem (why you suggest not?). And we try to stick to standard rules and avoid further customization (but i like Recon)
You will have a better games at 150pts if you play RECON. I play it all the time for a change of pace from full 300pt ITS.
The game's pretty specifically balanced for 300 points. It's certainly fun and playable at higher or lower point values, but the nice external balance of the various factions/sectorials starts to erode a bit.
