No. Neurokinetics is obligatory, so you have to use that skill. I mean I love the argument, but it's not how it's played.
Neurocinetics on the Yan Huo was weird from the beginning. Neurocinetics doesn’t actually work on the ML’s, because the full burst of the weapon is still 1, so they would have B1 despite the 2 ML’s and Neurocinetics. Luckily CB were quick to make a FAQ on the matter, adding a clausul that allowed you to benefit from the Twin Weapons Bonus.
I understand how neurokinetics works. But Yan Huo doesn't have Neurokinetics. Yan Huo has a TinBot that gives him Neurokinetics. The TinBot has not the Obligatory trait. So are you sure that the use of the TinBot is mandatory?
It also doesn't have the Optional label in order for you to be able to turn it off: Optional. The use of this Special Skill or Equipment is optional and can be waived.

It's automatic equipment without the optional label. It is automatically active and you dont't have the option to not use it.

Though, incidentally, a Yan Huo hit by a Muttawiah's Jammer, will be back at Burst 2 during active turn for their 1 single Irregular order, because Isolated will remove access to the obligatory skill Neurocinetics. :)

In this case we fall back on the fact that Infinity is a permissive ruleset. The rules do not say that you can choose not to use a TinBot, therefore you must always use it.
Actually they do. The rules say that having a TinBot C gives you Neurocinetics. There is no option not to use it.
