They can move but a Gore Ghoul can only ARO. Its movement is the Dodge movement, hence the +2" to Dodge.

The Netrod, theoretically, can move but I thought it would be a good joke.

As for the Prime Ghouls, they serve as an objective that can fight back. So, the Prime Ghouls do not move at all.
