K1 is an ammunition coming from a BS weapon in a BS attack so obviously NS works. Monofilament is documented, outside of mines, only in CC weapons so even in that case NS wouldn't work. Comparison not fitting. Again the whole problem hinges on "if I had to make a guess". I don't make guesses and that's why my answer to your question is: I haven't got the foggiest. Rules may have issues of all kinds: intended to unbalance, unintended due to (as you speculate) RPG origin, forgetting the mechanic... whatever it may be, so long as one follows the rules as written there will be no problem. You know how it works, you can predict the outcome and if you don't like the way it plays you can skip a version (like I did in N4). In this way there is no confusion, no bickering and everybody can enjoy the game as intended because there is tangible evidence that it was intended that way since it was written. All the rest is like a talk show, on Monday, discussing the football matches happened on Sunday... (I don't watch either)
I might be misreading these statements, but just to be clear: Nanoscreen does not provide Partial Cover. It's its own thing, completely independent from the cover rules.
