   If a trooper gets +1 SD and has a Suppressive Fire weapon. Do they get the +1 SD in addition to the burst 3 SF?

   Yep. Getting into the Suppressive Fire State is a long order, but the resulting BS Attacks are plain old AROs thus benefit from the +1 SD.
