TLDR: Player should be able to report his and his opponent list without reporting match results. Judge should be able to report players list during match reporting. Longer version. Idk about world wide community, but by fast check of random players stats we can see than >50% of the matches dont have army list reported. I can guess that this is happening because of the CS interface, which only allows you to report list if you reporting match results. In my experience, 90% of matches either reported to TO ort by only one player. And you cant change player's behavior, so changing interface is the only option. 1) Allow player to report list without reporting results. It will allow report list later after tournament (well after you forgot match exact results) 2) Allow player to report opponent list. Opponent may always use CS to change it later if he thinks that for some reason you will lie about which of two lists were used. 3) Allow judge to report both players lists
I think a problem is when using the Army app on one's phone, lists can be built and stored without logging in to one's CB profile. Only lists stored in the CB profile are available for selection. And these lists need to be allocated to the tournament a player has subscribed too. Giving that these are extra steps, with some players registering early, perhaps they forgot to allocate their lists.
That's a minor issue and mostly one timer of players. It was worse previously, when even if you sent list to tournament, during lists selection, you got entirety of you saved army lists, instead of two of which you have sent. This issue is now resolved. Making it obligatory for players to sent their list to tournament is trivial. It is what we were doing entire 3d edition. Back then in otm, as a TO, I had entered every result myself and I was always asking players which of Two lists they used. So no, adding list to tournament is not an issue. Even at large events like satellites. Most players just don't bother, they report results to TO,and TO don't even have option to choose players lists, like it was in OTM.
