The Quantum Anomaly Zone in Edda, the capital city of Concilium Prima, is one of the areas that has sparked the most interest. While the city center remained under the direct control of 0-12 and the planetary Government because it was a symbol of 0-12's independence, two relevant locations were in its vicinity. One was Beltway 594, a ring road surrounding the Core, which is the urban area where 0-12's most prominent official buildings and headquarters are clustered. The other one was Rhodan Main Spaceport (RMS), which, despite seemingly accommodating only civilian facilities, also has a militarized area connecting to Wiggin Aerospace Base, which is used by the Concilium Planetary Defense Force and SWORDFOR. Given Edda's political importance, all the great powers demanded to have a presence there. But, in a completely unexpected move, 0-12 ended up forming an alliance with the Combined Army to retain control of the capital. This was a surprising move orchestrated by High Commissioner Numiria, who is suspected of working for Bureau Noir, and it was a gambit to cozy up to the Combined Army to appease its likely expansionist ambitions as well as to obtain intelligence on its internal affairs. As expected, the rest of the nations came together in opposition, which reinforced the illusion created by 0-12's scheme. In the subsequent clashes, PanOceania unexpectedly took control of the area around Edda, the most important location on Concilium Prima, thus reinforcing its leadership and influence in international politics.

The Hyperpower was quick to claim the exclusion zone on Montalbán's luxurious coastline, which houses many subterranean facilities and clandestine underwater laboratories. Its aim was to protect both the PanOceanian VIPs who vacation in the area as well as the research being carried out there. But the Nomads also moved into this territory because of the presence of important investors from Vaude Ville in the upscale areas. Consequently, a clash between the two nations didn't take long. It all started when PanOceania abducted a bunch of Nomad neodolphin pilots and cephalopod operators as part of a larger plan to obtain intel on the underwater research centers. The Nomad Nation didn't hesitate to stand up to the PanOceanians and rescue their compatriots, as the neocetaceans enjoy Nomad citizenship, and also to thwart the plans of the Hyperpower, which the Nomads consider to be almost their sacred duty.
