Kuroshi Rider being a Forward Observer but not having a Flash Pulse...

Hi everyone,

I just realized that the JSA Kuroshi Rider is a Forward Observer but doesn't have a Flash Pulse... Is it an Army Bug? If no, do you know any other profile in the game that is in the same situation? To me, every Forward Observer came with a Flash Pulse (even if you can of course have a Flash Pulse and not be a FO).
