We had a problem with the scoring yesterday (Uplink Center scenario). Spoiler: Active Lieutenant - exact wording ACTIVE LIEUTENANT At the end of the game, a Lieutenant is Active if they are not in any Null state (Unconscious, Dead, Sepsitorized...), Isolated State, or any Immobilized State. Now, does that mean: The original Lieutenant of the list, or a Lieutenant at all (i.e. the lsit being in LoL in its figurative "next round")? Also, how does that interact with Chain of Command rule? The exact situation was the #2 player has lost their original Lt. on turn #1, and was continuing on with the Lt. elected later (as per LoL rules), while player #1 lost their Lt. in player #2s final turn.
A walking Lieutenant is an Active Lieutenant. At the end of the game, does the Player has a model identified as Lieutenant that is not Null, Isolated or Immobilized? If yes, he scores. Glue guns are very good here. And Chain of Command can save your ass too, as the model became immediately the new Lieutenant
Bear in mind that Chain of Command was changed in the last rulebook update to accommodate the new Nomad CoC from Reinforcements. It no longer activates inmediattely, but in the step of checking for Loss of Liutenant in the Tactical Phase at the start of the turn.
