It’s a cute Tohaa character in a childlike/chibi style. All the characters look weird if you try to compare them to more “realistic” art style references. What does it tell us? Just that CB don’t want to entirely write the Tohaa out of the setting. I don’t like that a bunch of their models got pulled out of production, but they’re still a supported and very playable army, both as a standalone faction and as part of a hybrid merc sectorial.

As I said before. Even though his armour is Spiral Corps his physiological features would be the same as all other Tohaa. They're a different army instead of a different evolutionary path. The concept that was linked previously also shows a Spiral Corps male who had that characteristic artichoke lump. And the chibi style would most likely emphasize it more. It's similar to how the braid of the Haqqislam pilot is as long as she's stall when it would realistically never go further than her waist since hair longer than that, even if groomed, hinders all aspects of movement. They are when they're getting paid. They're told, "this is the art style this project requires and this is the general concept." When they're on the clock then for people who draw and get paid it's a job like any other where you follow the general orders from management who then approve of your work and will remove it if it looks too apart from what is wanted. It was most likely the same artist who drew the entire lineup since that art style is similar for each and they still did what CB ordered since CB gave them money for their work. When artists draw for money it's a job like any other even though they perform a different kind of task. That's all it is, just a job, regardless of how much they like it. It's the same in my profession. When I was capable of working it was just a job even though I enjoyed it a lot. I had to treat it as a job since you get to see people in an extremely vulnerable state and it's the only way that you can stay sane. Just treat it as a job and compartmentalize it since you get extremely, emotionally close to people.
Honestly, I find several of the female REM Racers characters somewhat uncanny/disturbing - the plump breasts and hips on otherwise child-proportioned bodies bothers me in a way that most “chibi” art styles don’t. Next to that, I didn’t give much thought to minor variations in Tohaa head spikes shape.
