It used to be that you couldn't strip 2 orders from a players order pool if they only had a single combat group. Has that restriction been lifted into N4? I have only just come back to the game after a long hiatus so i'm playing catch up.

Now that it's possible to have 12+ orders in a single combat group the added protection isn't as necessary IMO
