Yes, it is a face to face roll. As you pointed out they are affecting each other (attacking each other even, with a Comms Attack): Trooper A by attempting to give the Trooper B the Targeted State and B by reacting with a Comms Attack as well. Note, that a Reset would also be a Face to Face as Trooper A is attempting to give Trooper B the Targeted State and B is trying to foil that plan.
