Didn’t the rules for cover and AP ammunition have to deal with this issue? (Can’t access rulebook at the moment, just my hope accessible.)
AP doesn't interact with cover at all. Cover reduces weapon DAM directly without passing ARM. And again, the ARM situation is an example of the point of discussion, not the actual issue (because it's not about an issue so much as a discussion about how the rules actually deal with these things in a generic way)
