That's a good question. However, IMO, when you start asking too many minute lore questions about the game and try to force that every little minute detail onto the rules – these rules stop making sense real quick and you risk stopping enjoying the game you play. I'd rather suspend my disbelief (not a big suspension, mind you, pretty lore-friendly if you ask me) and think that MSVs got newer models on the war market that can paint the reticle for tracking fast-moving targets and fire preventively. Because that way I'll still be able to enjoy the game.

Also, if you're capable of spraying snow and ice in front of a motorcycle at high speed, you need quite a significant force to get light non-aerodynamic particles to have high enough acceleration to get in front. That probably still won't make your bike any harder to hit, but it will probably harm anyone near you, like a very large amounts of BB guns shot randomly in front of the bike.
And if this tech is light enough for any of the bikes, why don't they fit it to remotes? I mean, previous season we had Bravery where medium infantry moved forward because they trusted their armour so much they started acting like skirmishers, meanwhile TAG pilots and heavy infantry were enjoying air conditioning and an in-suit high def audio system apparently didn't have much faith in their accoutrements.

And yes, I do hear you about not examining the reasoning too closely, but the fluff is there as set dressing and if it's better off not read then it's probably better off not written.

Bad writing ruins any good idea it comes into contact with. Fiction is supposed to make sense in some consistency or you lose/confuse the reader.

While I don't think Move (-3 BS) is a good way to go (weird cases involving Moving 0" being functionally different than Idle, would require new rules to function), I do think that CB should be more adventurous with negative modifiers on skills/equipment.

Like giving the Kriza its BS Attack (-3) back instead of Mimetism (-3), or giving super-nimble models Dodge (-3) to represent them being much harder to hit. Maybe a model that has a Nanopulser (-3) to represent homing technology in the nanobots that make it harder to dodge.

Just about the Dodge modifier, Dodge(+3) is usually going to be more effective as it applies against DTWs, and positive modifiers are more effective unless your opponent's success value is over 20.

It also depends on what the Burst of your opponent is but the idea is more about opening up design space rather than being more/less powerful.

Just saying, but a bike spending its movement doing a doughnut is more believable in gaining mimetism :)

Mimetism: This Special Skill represents the soldier's ability to conceal their position and move stealthily, making them difficult to target in combat.

    Perfect match, I'd say.

Mimetism -3 is functionally very similar to a low visibility zone, so I've just been thinking of it that way.
