Since Dodge is a short movement skill. Seems legit, but don't remember this being a thing in N3.

I think there was never anything against it, it just wasn't a useful thing to do in most situations.

Yes, you can. I made the wrong call on it yesterday, and looked it up at that time, and found that it explicitly states that it can be combined with other movement short skills. It is on page 83 of the rule book.
