What effect do weapon mods have? Thinking particularly in this case PARA (-3/-6) CC weapons. Does that bracketed modifier apply to the CC Attack or to the save the opponent has to perform if hit with the weapon?
A negative number in brackets applies to the opponent's roll when that weapon or skill is used, so if you Move into CC and then attack with a Para CCW (-3) will give the enemy -3 to BS Attack, CC Attack, Dodge, Carbonite, or whatever other skill they Declare in ARO. Yes, I understand the rule. The confusion comes because why not just give CC Attack (-3) instead of setting it on the weapon, specially being the only weapon they have in this case. It's a little all over the place, there's troops that have PARA weapons with -3 or -6, others that have CC Attack -X and a PARA weapons with no modifiers. It's a little inconsistent, unless I'm missing something.
Para CCW (-3/6) will only apply when using that weapon, CC Attack (-3) will apply to any weapon, even a pistol in CC mode. Most Remotes have a Para CCW as it's the replacement for electric pulse from previous editions.
This just adds to the confusion since electric pulse was just a straight 7, it was kind of -MOD on yourself rather a -MOD applied to your enemy.
Electric pulse doesn't exist any more, giving the replacement a very different name avoids the confusion that could have happened if they'd kept it the same. I'm not really sure where you're going with this thread? My theory is as a callback to electric pulse, but it also comes into play if the remote aquires a different CC weapon from a Panoply.
I asked how they work on the weapons considering that you can just put it on the troop profile. I don't disagree with anything you said, I thought about it myself it just seems like it's a little inconsistent and we had some discussion regarding this rule today.
Also just because... they had to pick one? It's obviously intentional that the mod can be to the skill or to the weapon - there are unit profiles with multiple CCWs where only one CCW gets the mod, and there are unit profiles with multiple CCWs who get a mod to CC Attack which applies to all their CCWs. Since REMs only have one CCW, it doesn't matter whether they get their mod to the skill or to the weapon. So I can't see how a mod to their CCW could be confusing, or why it would be any more or less confusing than a mod to their skill. In fact it's slightly more consistent that REMs get the mod to the weapon, since I think all PARA CCWs have a (-3) if I'm not mistaken. Narratively, it seems to be a property of the weapon that it has some ability to interfere with the opponent's actions (my theory is similar to @colbrook 's, that PARA ammo works with some sort of debilitating electric field, so even a glancing blow or successful parry can shock the adversary and interrupt their actions). CC Attack (-3) represents a unit's combat skills, which REMs very much don't have.
For REMs, yes, but not Para CCWs in general. Bounty Hunter and any Yu Jing S2 units with Para CCW have -6, and there's a few others with -6 in most factions like Wolfy McWolfson. I do think there's also one Para CCW without a malus at all somewhere.
Playing QK, i recall Odalisque have PARA CCW, without malus; but they also have i-Kohl L3, aka CC Attack (-9), so they don't really need a MOD on PARA CCW.
the answer is that if the model only has a single cc weapon to have the minues to the weapon and not the profile is that panoplies exist in several scenarios and therefore allow the model to pick up additional cc weapons. If the rem or w/e picks up a EXP cc weapon, it should not be also providing the -3 that the para ccw gets.
