Two questions: Can an active model declare a discover + discover against the same enemy model? If yes, what happens if the first die roll fails? Can you still roll the second die? Really, I am asking what counts as an 'attempt'? Is it the skill declaration or the die roll? Relevant rule from Discover: A Trooper that fails a WIP Roll to Discover a Marker cannot attempt to Discover the same Marker until the next Player Turn. [my emphasis]
Second bullet point of the requirements: This Skill cannot be used against the same Target twice in the same Order.
Both. You aren’t allowed to declare Discover against the same target when you’re not allowed to “attempt” it; and if you somehow got to resolve Discover without declaring it, you wouldn’t be allowed to roll.
