Could we please get a clarification on whether the following entry in the total cover rules is intended:
"If the target is in Total Cover, the attacker may not declare a BS Attack with Weapons, Special Skills, or Equipment, that requires LoF."

With the FAQ 1.1.1 and the statement of the intent of the FAQ I am unsure whether the word 'declare' is intended to be 'resolved' instead?

As far as I know the general consensus is the point in Total Cover rules is correctly worded. So, as this is not a requirement but an explicit statement under Total Cover rule, it must be read as inteded, and prevents you to declare the BS attack action.

A bit clunky, I would say.

So then ARO baiting is still a thing despite their intentions to remove it?

No. Because you can try to use the same justification to declare “BS Attack + Discover” (instead of Discover + BS Attack) against a camo marker.

“The example in the book where the trooper walks around the corner before shooting is just the authors having a laugh” — An idiot.
