There's a little bit of ambiguity if you have multiple troopers trying to reload, each using a different baggage bot than each other, but I would still play it safe and say that it's not allowed.
Good point. Personally I’d go along with multiple troopers reloading from multiple Baggage carriers, because IMO each unit with Baggage is a separate instance of the rule and so should permit a maximum of one reload for that bot. However…since most factions can only bring two baggage bots, this is pretty niche, spending one order and a command token instead of two orders to accomplish the same result seems like a very edge case. RAW is, as said, ambiguous but the cleanest reading is one order, one trooper, full stop.
