I think the troopers that are intended to Dodge reliably are already pretty reliable by giving them the appropriate + to the skill. If you can achieve the same result of increasing their reliability with a skill that already exists, I don't think adding a new skill that has the same goal has much value to the ruleset.
First you'd have to change the Dodge skill to have a Burst value, then add a rule to say that Dodge burst doesn't have to be assigned like normal burst does. Even then it'd only apply in the Active Turn, so +X to dodge is still more valuable overall.
It’s an interesting concept, and no particular reason it would not work from a core rules perspective. As pointed out, the current dodge rules don’t support that modifier, but that could be changed if CB wanted to start exploring this avenue.
Dodge [Reroll] could possibly work better without changing other parts of the ruleset, though CB is being very Cautious about handing out Rerolls (with good reason).
There is a significant different between B2 and +3 to target number as seen in other parts of the game. B2 doubles ones chances where as +3 is and increases of 15%. The former has diminishing returns after that while the latter is notable but static.
