Are units with hacking devices, but not (hacker) specialist troops?

I have posted this in the Army bugs thread twice, but there doesn't seem to be any change or answer yet so I was hoping to get an answer on here instead.

The following troops have killer hacking device profiles on Army 7, but do not have (hacker) in their profile, even when their other hacking device profiles do, and other killer hacking units in their armies do:
Interventor, Apsara, Betatrooper

Is this just an oversight that will get fixed eventually, or are these troops not specialist troops for N4 missions?
