As discussed here: https://forum.corvusbelli.com/threads/is-this-healthy-for-the-game.38553/page-30, it is unclear whether or not ECM (or a TinBot) applies its MOD when a carrier is not the Main Target of a Guided BS Attack, which always apply the Impact Template(Circular) trait. The relevant ECM rules state:

    Requirements:
In order to use this Automatic Equipment, its owner must be the target of the Attack type listed in round brackets.
    Effects:
ECM imposes a series of negative MODs on the Enemy when they attempt to Attack the Trooper that owns it.

This would imply it affects any attack targetting this Trooper regardless of whether or not it is the Main Target. Tinbot uses identical language referring to "targetting".However, the relevant Template rules state:

The Main Target of a Template Weapon or Equipment is a Game Element that can be designated as a valid target for the BS Attack, from which the MODs applied to the Roll are determined, if a Roll is required. This Roll will be opposed separately, one by one, by the rest of the Enemies affected by the template.

    Effects:
Responding to a Template Weapon Roll:
    • Against an Attack with a Template Weapon that required a Roll to hit–whether it was an Impact Template Weapon or an Intuitive Attack, etc., each affected enemy may make a separate Face to Face Roll against the attacker.
This implies that only the abilities of the Main Target are counted when determining MODs applied to a Guided attack. How is this resolved? Does the ECM MOD affect whether or not the original roll succeeds, apply only to the ECM carrier's face to face roll, or is it not applied?

The modifiers for a template attack are determined by the primary target. None of the modifiers for the secondary targets matter.

It’s just like shooting at a normal target (for the primary target) and having targets with mimetism as secondaries.

To quote from the impact template rules:
    • All MODs applied to the attacker's Roll are determined by the Main Target. As stated above, this Roll will be compared separately against the Rolls of each enemy Trooper affected by the Template.

The confusion came from Mimetism specifically excluding attacks that don't need LoF, among other things, but this has been solved quite conclusively in a different thread with information on the Impact Template (Circular) page: You cannot apply ECM if you aren't the main target.
