I think it's less "not optimized" and more "what problem do I solve by taking this?" Infiltration Konst is great at mid-field fighting but competes heavily with Trinitarians, who solve more problems than he does, and his FTO profile competes with both the MSV2 Spitfire Crossier and the Black Friar FTOs, which means you usually see him as a way to make an Hospitaller link cheaper rather than for any of his own merits.

You are right that infilitarting Konstantinos is even worse now once we have aggresively optimized (and priced) Trinitaries. MSV2 is nice, but the number of applications of TO+Mines+Minelayer and SMG/BSG is so much bigger (heck, Trinitaries even carry their own D-Charges, which in desperate times might score some connections using the Surprise Attack)

That is precisely their role, yes. I prioritize retaining 10+ orders in group one quite highly. If I was to add another model, it would either need to be part of a link, be in group 2 by itself, or replace one of my two floating models. I'm definitely open to suggestions on link composition, but I prefer the idea of two replacement orders over a loose trooper sitting in group two until a space appears for them.
After losing another wagon of leading father-officers, they might thought that they should chill a bit more. The Seraph is already there to prevent the loss of too much officers on the ground.
I'll take weird and playable over expensive vanilla HI thats only playable if you run its link, telegraphed and very expensive to insure with CoC. Or over Joan who refuses to join any link except her fucking crusader nonsense. Or over mandatory 3x Fusiliers running the show of every MO special operation.
