He's new, and an LI, not an HI. The revamp actually reduces the number of PanO HI as Teutons and Magisters are getting merged.

Honestly, I wouldn’t mind it so much if the shoulder-things hadn’t defacto become PanO’s MSV. Now, while factions like Haqqislam can fit MSV into a helmet, PanO’s stuck with these giant boxes and shoulder pieces.

The I lump the panzerfaust on their collarbone and the armor piece on their upper arms as ‘the shoulder thing.’ I remember how annoyed I was to learn that CB approved a sculpt based on outdated profile information and ruined a really neat design facet for PanO. Sent from my iPhone using Tapatalk
The only reason it bugs me is that every other panzerfaust in PanO that was sculpted onto HI was the shoulder-mounted type, and they got rid of that really neat aesthetic (that really sold that PanO had the tech to miniaturize anti-tank missiles to that point) in favor of the same damn tube every other faction has, for reasons. Everything in the new box set looks really neat, and I'm digging the new Teutons (I mean, CB finally did something with the poor bastards), but seeing that tube just reminds me of what was.
