Model A is on a rooftop, positioned near a ladder leading to ground level. Model B is at the bottom of the ladder.

Can Model A move down the ladder into B2B (silhouette to silhouette contact) with Model B, entering the Engaged state and performing a CC attack, provided that he has the movement to do so?

Question came up in a game today. Relevant section of the rules is here,

First portion of the passage indicates to treat these surfaces as horizontal, whereas the further clarification provided in the second passage describes only Skills or AROs with the Movement Label.

You treat Ladders as if they were Horizontal terrain, so yes you can declare CC Attack while holding onto a ladder.

The bit about Skills / AROs with the Movement Label is a non-exclusive clarification for movement skills, because the biggest change that ladders make is to Skills / AROs with the Movement Label.

You can also do the same without a ladder, if you have Climbing+.
