I was wondering if the Sterling Forge Tactics Card "By Inches" can be applied to movement.

The text says: "This Action hast its Maximum Range increased by 1 or has its Minimum Range decreased by 1".

Movement is a type of action but one could argue movement doesn't have a range necessarily.
That's why I'd interpret the card as not applicable to movement.
    Any thoughts?

I think you are right in your assumption. Range is marked on all actions that use it and movement does not have a range.

Range is always displayed with :L: (LoF) or :SL:(No LoF).
Movement does not have a range

Movement is an action that grants you movement points, this is why it has no range. You "gain" as X movement points as your X personal value indicated on your Character card.
