There are more situations where multiple troopers can be effected by a template, and I'm not sure how this works in all of them:
    1) Aktive turn
1.1) active player attacks with direct template, hitting multiple enemies.
Is every enemy trooper effected by the template granted an ARO (at least dodge including penalties etc...) (I think yes)
1.2) active player attacks with BS weapon, one enemy AROs and triggers a mine, which hits several troopers (but no friendly trooper)
Are the other enemy troopers granted an ARO? (I think it depends on when the ARO is triggering the mine. If the mine triggers in the first ARO-step of OES, than yes, if triggered in the second ARO-step than no)
    2. Reactive turn
2.1 an enemy activates multiple troopers (fireteam, coordinated...) triggering a mine. The template only effects activated models
Who can dogde? Does everyone have to declare dodge as one of the two short skills? (I think if one of the declared skills is dodge, everyone can)
2.2 an enemy activates a trooper triggering a mine. The template effects an other trooper, not activated.
Does the not activated trooper get a dodge? (I don't think so)

I hope this is not too confusing.
I am a little bit lost here...
Did I miss an important interaction?

1.1 Yes, being touched by a template grants an ARO

1.2 Yes, as above being touched by a template allows an ARO, though any trooper that has already declared/forfeited their ARO cannot change their decision.

2.1 As far as I can remember all ways of activating multiple troopers force them to choose the same skills, so a Fireteam/Co-order/Sync team would all have to Declare Dodge or eat a hit.

2.2 Correct, unactivated troopers cannot Declare skills, and you can't Declare AROs on the Active Turn.
