When I'm goong second can I use a Command Token to reduce the number of my oponents orders by two, no matter if he only has one combat group?
Or am I missing a line in a different location in the rules?

The restriction against reducing the orders of a single combat group is from the ITS packet, currently there is no similar rule in N4.

I guess we'll see if it comes back with ITS XII later this month.

It's an ITS thing I guess. The current ITS saves you from beeing striped of orders when running a limited insertion list.
