Reading N4 Army and a little confused on hacking upgrades. The Barid has an upgrade for a program they already have and it has (-3) in the description. My local groups is assuming the -3 is a mod on your opponents roll. Can someone confirm that. The rulebook text on upgrades is a little light (see below).
