They weren't in the files he had, which I gather were the launch files, rather than the November files.

Never thought about it... Shasvastti are the "guilty" here, they change Corvus plans everytime and send the wrong files to bostria XD hehehe. Maybe is this why suddendly Pano has HI S5, Shasv changes the blueprints schematics of some undefined number of HI making them easier to being shoot. A twisted plot :D worthy of the perfidious Shasv , no? It will be Bostria a speculo killer impersonated?!!!??
I'm still confused about the bolt thing. I play NCA and Foreign company. Both use Bolts. I thought FC was in the early wave? Does FC launch without bolts? Or are they just missing from PanO for launch and FC has them?
The way i understand it, is that "bolts aren't in the files right now" means that they aren't getting reworked, as NCA won't be on launch, so ForCo get the same profiles that vanilla PanO, no new stuff. Just 10 days to know for sure.

Bolts will not be part of the initial launch but are to be expected with the late November launch of the OOP sectorials. At least this is my understanding of how they have phrased it.
