I am quite optimistic here that they can adjust the level of 'morat-ness' of each morat unit, so the lower cost ones aren't saddled with as many costly rules.

Plus the flexibility in “Morat-ness” means we can have, for example, Vanguards that will stand their ground (Courage) plus fanatical Daturazi that must stand their ground (Religious) mixed in with Yaogat that shrug off wounds (NWI)... that’s a lot of possibility.
This. I'd like them to remove the mandatory veteran and religious and do some more optimized and stream lined working. And repeating what I always said about Morats, make some troops Professional Soldiers, some Warriors, some Hunters and even some a combination of those.
I suspect Veteran might bite the dust in N4, totally ignoring a class of attacks that is becoming increasingly common is both rather strong and doesn't match up with Infinity's design of layered soft counters instead of hard ones. CB have at least taken some effort to make sure Isolation and E/M isn't so miserable judging by Code One, so it may not be a huge loss anymore.
They don't, but Code One handles similar states like Immobilize in a much kinder way than N3. It's a good system, so I don't see why it wouldn't carry over to N4 and the rest of the states.

It does technically decrease the amount of shock in the game, it's almost certainly the least used of it though...
It's a reasonable change. CC damage=PH is easier to remember than CC damage=PH-1, Shock, Silent, and it lets them remove the whole Silent rule without affecting anything but rare Bows. Makes me wonder if Bare Fists will still be around come N4 though.
No Shock in C1 yet, N4 Profiles have Shock Immunity though. Pretty sure that's subject to change C1->N4. No more Knifes and no more Silent makes sense for streamlining so no surprise if Knifes go extinct.
I wonder if the Silent weapon rule has now been rolled into the Stealth skill. We know that Stealth is still in the game from some Hassassin profiles, and it makes sense that silent kills are now restricted to people trained in them. That should mean its available to most martial artists, but not random troopers.
I know I didn't and most of my opponents didn't unless there was a Fiday on top of our troops. Usually if the game was stuffed to the point I was considering putting untrained troops into CC I just used Bare Hands for the sake of fun. I think a few of the fancier Ninja had a use for them, but otherwise most troopers don't have the Stealth, the CC and the positioning ability to make Knives anything more than a Shock CCW -1.
