I'm reading fireteams reikes once more and for me it's seems that I can create foreteam with command token event in reactive turn? Or I'm missing something?

During the game, spending a Command Token and placing a Team Leader Marker (F: TEAM LEADER) next to one of the troopers that meet the Requirements of this rule.

No, they can not be formed during reactive turn. Exact rules text in the link OP provided is "Players cannot expend Command Tokens during their Reactive Turn."

    Ok, thanks for quick answer.
And one more question, can you form fireteam before impetus orders phase to cancel impetus orders.

Yes. During your Active Turn you can form them at any time, meaning you can effectively use Fireteams to cancel Impetuous Orders from being generated or spent if you're willing to spend the Command Tokens to do so.
