My personal opinion is that marker state is the most powerful ability a trooper can have in infinity. The gameplay with and around it is interesting, but requires disproportionate amount of resources to deal with. It also seems to be very difficult to properly price it for various troops. Only natural counter to it is sensor, which is extremely rare compared to the ubiquity of marker states in the game. I believe sensor should become a more prevalent skill in N4 to balance things out.
More than a lot of sensors i would prefer more sniffers and maybe a device like the picher to deploy it. But i agree that sensor is pretty underused by what it can do
While I think most factions' amount of Sensor is fine, I think the factions with increased number of Sensors need to have them casually on units similar to how they're "casually" on Zulu Cobra, Adil Mehmut or Cranes - and I think Sensor should stop being SWC-phobic like they are on Zhanying and Crane. Similarly, I think Sniffers never need dedicated profiles because they are not particularly effective devices so the Kanren Minelayer needs to merge with one of the other Kanren profiles, IMO. There are enough tools to deal with camouflage and hiding Markers without Sensor (Discover them, torch them, ignore them, bait them, box them in, etc) so I think it is enough that you increase the tools to deal with them for a small handful of factions to make it a soft-nerf. You know, it should be a strategic consideration not to take camo spam against ISS similar to how it is a strategic consideration to bring the hacking-heavy list against IA or the list with extra MSV versus Aleph.

With shotguns getting a DTW mode it gives a lot more Troopers the option for Intuitive attack, making camo hunting much easier. With the caveat that Intuitive attack still exists, and camo continues to work the way out does now, of course.
