Civilian ARO

    Can a Civilian declare ARO?

    In Unmasking, can a undiscovered Civilian declare ARO?

    Obviously i'm referring to NOT-Sync'ed Civilians.

    HVTs (undiscovered civilians) can't ARO.

    Designated Targets and Target Decoys (discovered civilians) can ARO.

    Edit: re-reading it, I'm not so sure. But honestly, that's the sanest way to play it. HVT (Neutral Civilian) can only Discover and Dodge anyway.

    The only reference i was able to find is that they are NEUTRAL and Neutral models cannot declare Attacks.
    FWIW they should be able to declare Dodge, Reset and Change Facing every time they got an ARO.

    Discover and Dodge are the only thing that will really affect the game. Reset won't do anything, and Change Facing is inconsequential.

    ARO's are only for troopers owned by the Reactive player, as Civilians are Neutral they will not get AROs.

    It looks like the most recent version of "NPC that shoots at both players" is Hippolyta, Amazon Officer in the Operation Wildfire Mission 5 has the rule "Hippolyta is a reactive trooper that considers both players her enemies, so she reacts to all troopers by declaring a BS Attack ARO whenever possible. ..."

    Without instructions like that, the ARO mechanics are only defined for the Reactive Player's troops. http://infinitythewiki.com/en/ARO:_Automatic_Reaction_Order

    That's part of the reason why all of the multiple player games have to include a section of rules specifying how orders and AROs work. Being considered an enemy trooper to the active trooper isn't what grants permission to go through the ARO bullet points.
