i would put the puppet company in group one to avail the link of the regular orders and probably put the grenzer in group 2 since it's more of a reactive piece than active turn piece.
Well, like @borisgreymenace already said, put the puppeteer and his annoying puppets in the big combat group. Then be aware, that Perseus isn't allowed to form a Haris-Link with the Securitate thus you could throw one of them out of your list. And what's your plan with the Securitate Spec-Ops Doctor? So far I can't see much sense in a Heavy Flamethrower and a Chain Colt on him.
