I like to use the Samekh FTO in a (sort of) defensively arranged Dakini Core Link. The idea being that the link provides "overwatch" while mid-field skirmishers and button pushers accomplish mission objectives. I add in the Mk-II Sniper, and Zayin total reaction REM for good measure. I say "sort of" defensive link because you should rarely be purely defensive in the way you setup your ARO's or fireteams. What you ideally want to be doing with this overwatch group is covering strategic fire lanes, areas you plan on asserting control over the board in order to gain tactical advantage on objectives, suppressing your opponents key active turn units, forcing your opponent into statistically poor and multiplicative ARO face-offs (you cann do this with the TO Camo Mk-II Sniper) etc.

Here is a list to this effect. Please keep in mind this list isn't really focused on killing your opponents biggest models, but at accomplishing objectives and winning the game through tactical advantage:

Well that was pretty much what I was going to say. The Samekh on a core is a good defensive piece, better with the apsara on turn 1 . He has to fail 3 rolls before going away completely and usually players just evade direct conflict unless hey have better range (Sniper or Burst 4-5 Weapons before the 24 range where the Missile launcher has no range bonus) This usually translate into more orders spent by the enemy to reach places or do things.
I also assume that sooner or later he is going away so i usually think of him as the replaceable 6th member for my core(that usually has either the Dakini HMG or the Deva MSV2 Spitfire for active turn). For the price he adds a great threat for reactive turn, while for a more active turn focused Core but similar role I like to bring the Dakini Sniper.
Now for active turn is trickier to use, maybe for a Hammer like cheap core, that could also fulfill the defensive role (thinking of Samekh+3 dakinis, one of those a paramedic, and the 12 points Operative CSU, that would be 1.5 SWC and 70 points for 5 regular orders) Especially if i want the SWC and points on other place but, nevertheless with supportware he is shooting a Burst 2 BS base of 15-18 EXP template with shock that ignores cover on the attack and, because of the template, also on the save. That is something really dangerous against any troop and specially fireteams.
Maybe something like this, but I could take change the apsara, garuda an Zayin for other things...

    ....

    Meh.

Almost everything he does, the dakini sniper can do too. With mimetism. I see no point in adding him to a link.

    True. Except--Explosive Ammo

But seriously, against some units EXP ammo means their multi-wound unit died after one exchange. Very useful and not to be over looked. Especially in OSS, as, in general, OSS does not have a plethora of "Hammerhead" units to deal with heavy opposition (relying more on finesse and subtlety of tactics to remove opposing forces). I am not saying the Samekh is a Hammerhead unit, but that it packs a unique punch in OSS with its EXP Ammo availability, and it's ability to be linked in a fireteam (generating additional explosive shots). In fact, the only two units with EXP in OSS are the Marut and the Samekh. This can make it difficult to remove high armor, multi-wound models, and especially if they're not hackable

So if you have a sniper in your list already, and aren't looking for redundancy, the Samekh does add a unique benefit to your list.

The problem is that it is much better to win the FtF in the first place than to have a better ammo type.

Ill take a dakini sniper with Mimetism, DA ammo and a better rangeband any day over a missile launcher that is less likely to win the FtF in the first place. Especially in the reactive turn. Also, for 4 points more the Dakini is also a much better offensive piece due to the higher burst.

One reason would be cost. 4 points less can make or break a list

And a nice juicy impact template can be an incredibly important tool to have.

Edit: Re: the Samekh I believe you'll find some people dont run it because earlier on the points cost was mysteriously 4 pts more. Now that its a more reasonable price its much more attractive.
