1 & 2 - yes. 3 - you wouldn't be able to end the move there, as the base isn't supported. Note that in all cases the trooper will count as going up and over the obstacle for Line of Fire, even though you're only measuring the horizontal distance for movement.
I don't know in other meta but in mine there is some level of tolerance with that, at least because most stairs have steps less large than 2.5cm and one of our table is made of lot of hill, with most par smaller than a S2 base If you have something like 90% of your base supported, most people I know won't say a thing.
