As above. I am just imagining placing 3 tank trap civilians to block movement of big silhouette units through alleys in countermeasures. It's like that guy in the grocery store who won't move his cart.
I had this question asked at a tournament where I was the TO. Couldn't find a clear answer in the rule. HVT are trooper but don't belong to any army ... and it seems the rules do all it can to make them transparent to the game (no ARO, don't block line of sight etc). So I said civilian don't block movement for the exact reason your are putting forward (otherwise you could use the HVT as a body guard for a door). But that's not an official ruling
HVTs aren’t troopers and aren’t allied, so don’t fall under the ability to move through allied troopers, marker state troopers or deployables.
Since I don't want to open a new thread for literally the same question(s) that came up just recently: So you're saying Civilians block movement? And am I right assuming this is still the case in ITS 12?
The Civilian rules in N3 didn't have any text that allowed you to move through them (but did specify that they didn't block LoF). ITS12 also doesn't contain any text that allows you to move through them (but does specify that they don't block LoF).
