Sample and inoculate vs target without state token

    Can Bachman use his Sample on a target without state token and use inoculate if he doesn't have a state token (goal being putting poison token using the switch) ?

    Short answer: Yes (in both cases).

    And don't forget that :5: effects are optional, so if you Sample an enemy and use :1: to give them :D:, and that's their only state token, you don't have to immediately take it away.
